Clarified Vigan City police chief Supt. Jugith Del Prado is just a "prankster" is wearing a clown costume and carrying a chainsaw that threatened recently in Barangay Ayusan Norte, Vigan City, Ilocos Sur.
Yesterday said Del Prado meant unidentified suspect bullying of a teenage girl student while recording allegedly of his accomplices.
However, Del Prado said that intensify the follow-up investigation to determine the identity of the suspects to stop them such mischief in the city.
Reported that at about 7:40 pm on October 9 and was walking home the female senior high school student when he was intercepted and chase wearing a clown costume carrying a chainsaw.
Immediately call for help the girl to some residents but quickly escaped the suspect boarded a black car cohorts, and passed by the victim. The car without a license plate.
"If the suspects intended to hurt the victim, he must be stopped to sweep, but then passed him, while asking him for help to neighbors," said Del Prado.
However, Del Prado urged parents not to release or on the road palabuyin their children bite when the dark to avoid becoming a victim of such prankster.
